At the same time,

That there are a multitude of regimes and what the cause is has been said. But let us say why there are more than have been said, and what they are and on account of what, taking our beginning from the things said earlier. For we agree that every city has not one part but several. Then, just as if we intended to grasp species of animal, we would first divide off what it is necessary for every animal to have—for example, some of the organs of perception, something for working on and, receiving food such as a mouth and a stomach, and, in addition to these, parts by which each is moved—and if there were only so many but of these there were different ones—I mean, for example, a number of kinds of mouth, of stomach and of the organs of perception, and further also of the parts for movement—the number of the variety of yokings of these things of necessity would make a number of classes of animals. For it is not possible for the same animal to have a multitude of differences of mouth or similarly of ears, so that when all the possible combinations of these are taken, they will make the species of animal, and there will be as many species of animal as there are yokings of parts and in the same way also of the aforementioned regimes.
